SCAL is supporting the construction industry with the facilitation of the safe entry end-to-end SHN programme to help bring in workers from India and Bangladesh. The programme regime (excluding MWOC) from India has been further brought down to $928 per worker (including flight).


Onboarding and Confirmation Process
 

1 Company to submit request via online form below.

2 SCAL to email company on the allotment of SHN quota and carry out programme briefing to companies. Estimated SHN cost ranges from $1,700 to $2,500 per worker.

3 Company to submit the Nominal Roll (NR), valid IPA / Work Pass, Vaccination Cert & scanned copy of passport to SCAL within 3 working days

4 SCAL to check the NR and document submitted.

5 Once NR & document has been verified.  Commencement email & Agency Agreement (AA) will be sent to company .  Invoice will be issued to company

6 Company to return the endorsed AA and make the payment to SCAL within 3 working days to confirm the onboarding of your workers

7 SCAL to notify on the Entry Approval (EA) application and purchase of security bond (SB) for workers.  Company to submit the EA / SB to SCAL.

SCAL will share the programme information with company once quota is being allocated.

Do note that SCAL will be allocating the requests as soon as the quota is made available (within the next 1-2 weeks) and you will be notified once allotment becomes available. In the meantime, please have all documentations for your workers ready to expedite your waiting time.

Do note that your workers MUST NOT register at the same time for MOM’s direct Entry Approval (eg: VTL/MSL whichever applicable). Any withdrawal due to double submissions will result in cancellation penalty.
