Case Study: Penta-Ocean's Early Adoption of Video Surveillance System (VSS) and Integrating with Artificial Intelligence (AI).


 

Since implementing their Video Surveillance System (VSS) in March 2023, Penta-Ocean Construction Co. Ltd. has seen remarkable improvements in site safety metrics.
Near-miss detections have increased from 29 to 38 per month, allowing for early intervention and accident prevention. Additionally, monitoring hours have surged from 120 to 288 hours per month, significantly enhancing site surveillance and proactive safety measures. To find out more, SCAL visited Penta-Ocean’s construction site to observe their VSS in action.


Advanced Surveillance Technology

Penta-Ocean's project site comprises 34 camera systems supported by advanced artificial intelligence (AI). These cameras do more than capture footage; they are equipped to detect hazards such as:
  • unauthorised personnel in restricted areas
  • workers not wearing personal protective equipment (PPE)
  • proximity to machinery
  • ensuring workers use harnesses correctly
  • identifying unsafe climbing practices.
“The AI’s ability to detect and alert us to potential hazards in real-time has been a game-changer for site safety,” said Mr Leonard Ching, Project Manager at Penta-Ocean. “Monitoring alone does not suffice,  it’s about actively preventing accidents before they happen.”

The integration of both CCTV hardware and AI software has revolutionised Penta-Ocean's surveillance system. While the cameras provide comprehensive site coverage, the AI's capability to recognise and respond to potential hazards in real-time significantly enhances site safety. The system’s ability to track and alert for specific safety violations showcases the high level of AI functionality.


Communication and Reporting

A key feature of the VSS is its robust communication system. Handling alerts generated by the VSS involves a structured process. Notifications are sent to a Telegram group, shared through WhatsApp, and communicated to the safety team, who then liaise with subcontractors to address the issues. Initially, the system generated a high volume of messages, but through constant communication and programming adjustments, these have been streamlined.  

The VSS system also includes a comprehensive dashboard that provides real-time observations and generates detailed reports. These reports are reviewed monthly to identify trends and areas for immediate intervention.  The analysis helps identify potential safety hazards, assess existing safety controls, and develop recommendations for improvement.


"The dashboard and reporting features help us to proactively address potential issues," highlighted Mr. Muhammad Sashayz, EHS officer. "They provide us with insights into patterns and trends that might otherwise have gone unnoticed. For instance, we can pinpoint specific times and groups of individuals more prone to disregarding safety protocols. This deeper understanding of our workers' behaviour is instrumental in refining our safety measures."







Improved Resource Allocation and Focus on Proactive Measures


From a Workplace Safety and Officer perspective, the contrast between Mr Sashay’s last project, which had at least 10 reported cases, and the current scenario with VSS is stark: zero incident cases. This significant improvement not only alleviates the strain on resources and manpower previously dedicated to resolving incidents but also affords more time to focus on proactive measures. Rather than being tied up in attending to cases, the team now channels efforts towards organising safety campaigns and conducting extensive training sessions, thereby nurturing a robust safety culture.


Reinvigorated Vision for Safety

Penta-Ocean’s commitment to safety is further demonstrated by their sustainable approach, using solar panels to power the VSS. This ensures uninterrupted monitoring, even in the event of power outages. For companies considering VSS, Penta-Ocean recommends thoroughly studying the hardware and being open to embracing new technologies. 

“The transition to VSS hasn’t been without its challenges,” Mr Leonard Ching acknowledged.
